with the testing and labeling requirements of the Flammable Fabrics Act, 15 U.S.C.
§§1191-1204, and the regulations interpreting that statute, including the Standard
for Surface Flammability of Carpets and Rugs, 16 CFR § 1630, and the Standard for
Surface Flammability of Small Carpets and Rugs, 16 CFR § 1631. Beaulieu has had,
and continues to have, a testing program in compliance with the foregoing statute
